Purpose:
To establish guidelines for the position of Referee Assignor
Policy:
It is the policy of Logan County Soccer Club that the Referee Assignor abide by these guidelines for the assignment of Referees to their respective games and to keep LCSC in abidance with the governing bodies of soccer.
The Referee Assignor should be a licensed referee, preferably a minimum of grade 08. The Referee Assignor should take the assignor course as soon as possible after being appointed as the Referee Assignor. The referee assignor is responsible for their knowledge of the sport and LCSC rules.
The Referee Assignor, by definition, is under the guidance and authority of the 2nd Vice President and the LCSC Board.

Procedure:
1. The Referee Assignor will NOT assign an unregistered referee to a match. If the referee does not have a current license, and not registered with OSA, they are not to be used as a referee for LCSC.
2. Never assign a club linesman. If they are needed, they should be pulled from the spectators of the match by the referee and the coaches involved.

3. If referees are not available, the coaches should be contacted by the Referee Assignor and their game rescheduled.
*Note - What teams reschedule is based on the difficulty of moving the match. A traveling team match (U12 through U18) is much more difficult to reschedule than a club match. Likewise a U-6 match is easier to reschedule than a U-10 match is (fewer players involved). Although, one U-10 match is easier to reschedule than three small-sided matches each requiring one referee.
4. Matches are graduated into degrees of difficulty for the referee. The more inexperienced referees will be assigned to the top of the following list and will work their way down as their experience builds.

5. As the coaches have to have had their match rescheduled by the Wednesday before the scheduled Saturday, the referees should be assigned by that same day.
6. As it is the responsibility of the referee to be available, any referee that defaults on a match to which they are scheduled, should (at the discretion of the assignor) be brought before the player committee for disciplinary action.
7. The Referee Assignor will assist the 2nd Vice President in the selection of referees to sit on the player committee based on the knowledge and experience needed.
8. The LCSC Board acknowledges that all referees have some affiliation with every team within LCSC. The Board will stand behind the assignor’s decision to put referees on games to which they are needed, regardless of an apparent conflict.

9. The assignor will attend, or have a representative attend, every LCSC monthly board meeting to give report on the status of the referees and games.
10. The assignor will participate in all matters regarding rules and subsequent rule changes.
11. These guidelines are not all inclusive and are subject to change by the LCSC Board of Directors.
